On March 9, 2020, Senate Bill 130 (SB130) was introduced and subsequently passed by lawmakers. The bill proposed that sports betting be left up to the voters of each of the 64 parishes in Louisiana. It passed with Governor John Bel Edwards’s signature on June 11, 2020.

Then Louisiana voters decided whether to bring sports betting to their parish. On November 3, 2020, the majority of residents in 55 of 64 parishes decided to legalize sports betting, leaving just nine out of the equation.

In April and May 2021, lawmakers introduced and passed bills that would set the regulations for sports betting in Louisiana, which culminated in Senate Bill 247 (SB247). Under the bill, we can expect:

  • Up to 20 retail and online sports betting licenses given to casinos and each can launch two online sportsbooks (up to 40 total).
  • The Louisiana Lottery can operate in-person sports betting at bars and restaurants.
  • Retail sports betting taxed at 10%. Online sports betting taxed at 15%.
  • $250,000 application fee for a license. $500,000 for the license itself.

Emergency rules were approved with the anticipation of sports betting going live as early as September 2021. Hurricane Ida caused a delay in that process, but the state is still expecting the activity to happen during the football season. As of September 17, eight casinos have applied to start sports betting.
